EL1 Project Manager, Digital Transformation

From 1 January 2023, the Commission became the custodian of a range of Quality Use of Medicines (QUM) functions, including the NPS website and resources. This follows the redesign of the Quality Use of Diagnostics, Therapeutics and Pathology (QUDTP) Program outlined in the 2022–23 Federal Budget. 

The position will be part of the Digital Transformation program (the program). The program will be responsible for the redevelopment of systems and processes to embed digital strategy in the Commission’s operations and to ensure the delivery a high-quality digital experience. The initial focus of the program is redeveloping the Commission’s website to incorporate and consolidate intellectual property and resources of digital assets, predominantly from the NPS MedicineWise and Commission websites with a new Content Management System (CMS) and supporting templates.

This position will report to the Program Manager, Digital Transformation. The Project Manager will plan and oversee the website redevelopment project which will involve:

  • Undertaking all project management activities 
  • Negotiating timelines and milestones for internal and external stakeholders
  • Managing procurement of external vendors 
  • Being the key contact for vendor relationships
  • Developing functional requirements of the website 
  • Maintaining stakeholder engagement 
  • Facilitating user-acceptance testing workshops with a variety of stakeholders

Duties of the Project Manager will include, but are not limited to, the following:

  1. To lead the planning, conceptualisation, and delivery of the Commission’s redeveloped website alongside the Program Manager, Digital Transformation.
  2. Undertake all project management activities including project planning and documentation, implementation, monitoring and reporting on progress, providing recommendations about managing risk, and identifying and resolving problems.
  3. Manage and undertake complex end to end procurement activities including all aspects of request for quotes (RFQ) development, vendor research, selection, contract negotiation and management of all technical resources, including: 
    1. A partner to lead the navigation, content modelling and taxonomy activities
    2. A development partner for the new website
  4. In collaboration with the Program Manager, Digital Transformation lead development of the scope for the website build including managing stakeholder consultation and scoping workshops and development of an agreed scoping document.
  5. Manage the requirements definition of the project including a detailed breakdown of the website scope into specific requirements for the development team, to enable task allocation and tracking.
  6. Develop a communication plan and stakeholder engagement plan for the project and deliver high quality, strategic internal and external communications material appropriate for target audiences.
  7. Liaise, and foster productive working relationships with internal Commission staff and external stakeholders, including vendors.
  8. Be proactive in arranging and facilitating stakeholder meetings and ensure feedback on stakeholder queries and requests are responded to within agreed timelines.
  9. Participate in, and present to, committee meetings, forums and workshops on relevant topic.
  10. Provide advice to the Program Manager, Digital Transformation, and the Commission Executive about the progress of projects, the identification emerging issues and appropriate mitigation strategies.

The successful candidate will have:

  • Experience in delivering complex ICT projects, including website development.
  • Significant experience managing website integration efforts and managing stakeholder engagement within Federal Government.
  • Demonstrated ability to lead a team of staff to deliver ICT support to organisations, programs or projects. 
  • Demonstrated ability to manage budgets, contracts, multiple projects and priorities, to think strategically and identify and manage risk.
  • Excellent written and oral skills, including the preparation of high-level reports, briefing papers, correspondence and other documents that can explain complex technical issues simply and in a manner which can be clearly conveyed to a variety of audiences.
