To support a shared understanding of the Comprehensive Care Standard the Commission has developed a conceptual model (shown below) describing the key organisational requirements for supporting the delivery of comprehensive care in health services.

The conceptual model provides a starting point for health service organisations to consider the existing organisational culture, systems and processes that influence how comprehensive care is delivered, and where potential change may lead to improvement. The organisational requirements in this conceptual model are grouped into three domains:
